Question Turbo Help Please!!!

I just bought my car yesterday. It's a 90 TII with 30k on the motor and 24k on the rest. Basically, as I explained in an earlier post, my car seems to hold vacuum well, but when it comes time to boost, the turbo spools but it doesn't feel like it's boosting and the gauge then dials out to 0-100mmHg. What should I do first to try to fix this? Again, I can hear the turbo spool a little... it's not grinding. I can also hear it hiss. This makes me believe it's a vacuum leak... so my first choice would be silicone hoses... BUT, i don't know enough about the situation yet. (No aftermarket boost gauge.) Oh, and the car has new full exhaust and high flow cats. Could it be the wastegate? Hoses? What should I do first?

its possbile your wastegate may be stuck, therefore not boosting, but still allowing you to hear it winding up

If it's the wastegate, what do I do? Isn't the wastegate integrated into the exhaust housing of the turbo? I can't just buy a wastegate can I? Can I buy an aftermarket wastegate w/ a stock turbo and bypass the stock wastegate (which it's already doing)?
