Turbo Charger Question

I am new to rotary engines and not sure what the part is on the exhaust manifold of a turbo engine. It looks like a waste gate acuator but it's at the back of the exhaust manifold and it has a vacuum line the runs up the back of the engine that ties in with the emission lines. I going to run a haltech E6X ecu and am planning on getting rid of all the emissions junk. Is this part of the emissions or what is it and what does it do? And, can I get rid of it? The rotary engine is a 86-88, single turbo 13b.

it is the actuator for the twin scroll, it helps spool the turbo up faster at lower RPMs by pumping all the airflow into one turbo port and increases the exhaust gas velocity.

You CAN get rid of it. But you might find the turbo a little laggy.
