I have the stock s4 turbo if i spin the turbo wheel by hand the wheel only spins about 3/4 of a turn. Is this normal or should it spin a few times around. there is no shaft play side to side or up and down.It just don't spin freely Would this make the turbo not produce like it should power wise. Thanks for any help in advance

 

It's pretty normal for a turbo with a few years use on it. The shaft floats on a fluid bearing so without pressurized oil it doesn't move very well. As long as you don't have any dragging anywhere it's likely fine.
