There is a ground line that goes to your tranny on some models. I drive an 1988 rx-7 convertible. On the ground line.....there is a black connection at the end of the gorund. Is it a resistor???

Electrical noise in the whole engine block is generated by the spark & alternator.
The shinny big grounds keep the voltage level, but the caps still are useful to supress the remaining spikes & fuzz.

Where exactly on the transmission is this ground wire?. I have a wire that is cut, connected to the top/front of the transmission housing. It is cut so I don't know where it is suppose to be connected to. Does anyone know what this is, where it gets connected to?

Ah Ha! I'll bet your idle aint too great either.
Originally it clipped on to a tab on the firewall.
Just make up a sort heavy gage wire with eyelets on both ends & replace the broken one.
Bolt the upper end nearby on the firewall with good clean metal to metal contact.
