TPS trouble codes 12 and 18 help

Are my tps resistance readings bad? My tps resistance readings on the bottom if you don't want read everything

91 n/a manual transmission
I just swapped in an engine with lower miles and starts up fine, but the idle constantly goes high and low between 1000rpm-2000rpm
I checked all hoses and intake gaskets with a bottle of carb cleaner and there are no leaks causing this
but once the engine warms up it goes to about 800rpm
i then checked for codes and found code 12 and 18
so i adjusted the tps fully warmed up and it was a bit off but not by much
it was at about 1500k so I adjusted to about 980-1000k with the car off
start the car warm again and everything is fine,
but once i start the car cold it does the same idle goes high and low between 1000rpm-2000rpm and still have the trouble codes

* i checked the tps for resistance cold and it has
Narrow Range full throttle is 7.40k should be 4.0-6.0k
Narrow Range closed is .486k should be 0.8-1.2k

edit:forgot to add full range readings
Full Range full throttle is 8.91k should be 3.4-5.1k
Full Range closed is 80.0k should be 0.6-0.9k

since the resistance readings are off then i should be looking for a working tps

I need to double check the cam roller and thermowax but im sure its in the right adjustment
