Timing marks are close on T1, ~90° off on L1

Good evening everyone, I'm having a strange issue while trying to time my NA FC Rx7.

The CAS is stabbed correctly, the yellow mark on the pulley and the dimples on the bottom of the CAS shaft are properly aligned. The pulley and hub are the correct ones for this engine, and only goes on one way. But, when I try and time it with a light hooked to L1, the timing marks are around the 5 oclock position on the pulley. On T1 they're at the top, very close to the timing mark. How can T1 be so close, but L1 be so incredibly far off?

reading all the different threads on timing, I can't seem to find an issue like this. When I'm shooting it with the gun it is NOT at the correct idle of 750, I can't seem to get it to come down from around 1200rpm even when warm. Could this be the cause of the incorrect mark location, or a symptom? And if it's a symptom, why does the timing appear so far off even with the CAS stabbed correctly?

if you can't get the idle below 1200, you cannot time the engine. you will need to resolve the idle issue first. usually high idles are caused by a partially stuck or out of adjustment thermowax.

the idle NEEDS to be below 800, almost sounding labored and a deeper tone to the exhaust.

what i do is go behind the throttle body with a screwdriver and push the thermowax cam off the throttle and physically turn the throttle to the idle stop screw.

air pockets in the cooling system will also not allow the thermowax to work properly.
