IS TII spring and sway bar a good upgrade?

IS TII spring and sway bar a good upgrade? I am on a buget, and i need to keep the stock ride height. But i also want to improve my car's handling. How much improvement would if get if i was to change my base model sway bar and spring with the t2 stuff? I will also get new shocks and suspension bushing is also going in also. Thanks!

If it is used TII suspension who knows. You can get stock replacement shocks from kyb (GR2s I think) or the Tokico blue non adjustables which are pretty cheap I think.
