i just installed a new tial(real not ebay) and it closes at throttle and is open at idle and anytime i let off the throttle. I have the vacuum line from my IM connected to the top nipple on the wastegate and the bottom niplle open. I tried searching and cant make sense of it. What gives?

Yep, agreed.
You got it backwards.

Only use the top fitting if you're going to use a boost controller.
Otherwise, leave it vented.
