throttlebody issue??

when I look inside the throttle body the butterfly on the bottom is not fully closing(its so close)..It is the one that is connected to the linkage with the spring on it, that is also touching the tps....because it is not closing it is throwing off my tps readings when its cold or hot....It will not go back to the original position...i searched and searched on the car myself...i've tried to use tb cleaner onthe inside and outside to loosen up the gum and whatever else and had no luck...I can force it back but can't figure out how to keep it there or why it won't go back in the first place... bad Tb...or those springs on either side....I'm puzzled....Thanks for any future help
Kurt

the thermowax is supposed to hold the primary throttle plate open a touch when cold....when engine is fully hot the linkage on the thermowax will disengage and throttle plate will close fully. Either your thermowax is sticking or primary throttle stop is adjusted to far out.

If you're checking this with the engine cold then it's perfectly normal.
