Throttle Valves
Ok, I open the throttle and this is what I see. The ports in the front for valves, two on top open, one on bottom empty. Behind them are the second set, all three closed.
Now, I understand the second set is the primary intake valves, but what are the first two for?? Anything would be helpful here.

Water Thermo Valve. It controls the double throttle diaphrams vacuum. The double throttle diaphram closes the number two secondary throttle plates when the car is cold. Opens them when the engine is hot. See page F1-37 of the fuel section of the free, online, 1989 factory service manual at http://www.iluvmyrx7.com
When the engine is warm, and the double throttle diaphram receives no vacuum from the water thermo valve, the plates are spring loaded to the wide open position. The Turbo cars no.2 secondary plates are a bit different than the n/a described, but on the whole work the same.
