Are you absolutely sure that the TPS is adjusted properly? By properly I mean using the resistance method and not those ridiculous test lights.
Also, how's your ACV? A bad ACV will certainly cause popping in the exhaust on decel...

I know this because the FSM says there is fuel cut under decel. And my wideband goes off the scale lean.

But they do completely shut off. Easily observed by backprobing an injecotor and watching it as you let off the throttle. Meter either on Duty Cycle or just watch the voltage.
Also easily observed by reading the FSM.
