Thinking of Painting Stock Rims
Usually not a great idea, but here is what I was thinking, let me know what you guys think of it:
My car right now
What it could look like
I would go for a gloss black and polished lip, which i think gives the car a more aggressive look. Has anyone done this to their phone dials?

I personally think it looks like ***.
Gloss black and polished lip will definitely look better (less ghetto) than flat black.
It's your car, do with it what YOU think is coolest

After painting my phone dials Graphite Gray, I realized the silver-ish rims were making the car look taller. My friends commented that it makes the phone dials look "less old".
I originally went with black, but ran low after 2 wheels. I went to the local auto parts shops and they were sold out of Black, so I took a chance on Graphite Gray. (Dupicolor wheel paint.) With one side of my car on black rims, and the other on graphite, it gave me a chance to compare them. (Also, I didn't think anyone else would notice they were different colors since you only see on side of the car at the time.) The next week I stripped the black wheels and went Graphite all around.
For prep work, I removed the old clear coat / paint with KleenStrip Aircraft Remover from Autozone, which works great as long as you slather it on like BBQ sauce. (Use chem gloves and glasses, it burns like a mother.) After that, rough sand with 100 grit, then smooth with 220 grit, then one coat of primer, and one coat of paint. (As heavy as possible without getting runs.) I did the black rims without primer and following the directions on the can and it didn't come out as well.

Go over the wheels really good with 100 grit sand paper to rough up the surface, then clean it off with soap and water. Mask it off with masking tape and newspaper strips, maybe 6 in wide and a foot long, in a pattern around the wheel. Then do a coat of automotive primer, let that dry, then do a medium - heavy coat of color. We only did one color coat, and it's held up fine. Another color coat would be ideal. I don't remember how many cans of paint we went through, I think it was 1 or 2 good sized cans. (Buy more than you think you need and return the unused cans after you're finished, so they don't run out like in my case.)
Note: The Aircraft Remover needs to be pressure washed off, which was part of my problem. (And I imagine it'll dissolve rubber too, so be careful. And don't get it on your skin, it burns like a ****.)
