that thing the oil filter screws on to

Can someone tell me what it is? I noticed that this reman engine doesn't have it or I don't see it in the pic. So I'm guessing it's a part that's sold as an individual piece.

Rearmost plate - that flat area is where the oil filter pedastal is supposed to be.
