These hoses are plugged, what do they do?

These hoses are plugged, what do they do?
I'm in the process of 'dressing' my engine after a rebuild, as I do I check that each hose connection flows,
there a 2 of them, one at the base of each secondary injector.
One flows but just barely, the other won't at all. Should they? And if so how do I clean them?
