looks like a bad rotor to me and those other nics next to where the apex seal sits dont look good either, where did u get this rotor?

It's not normal, but shouldnt affect the useability of the rotor. I can assure that there is no "plug" there, though. IT's just a nick from a chunk of apex seal, or some other foreign material bouncing around in the engine.
Nicks on the face have no impact on the running of the engne, so long as they're not all the way through the wall. The face never touches anything. So long as the seals fit in their grooves properly then you're good to go. Also, it's not a bad thing to take a small file or emory cloth to a little nick on a seal groove (like the one on the apex groove in that picture) and smooth it out...that will also not affect anything.
No big deal.

This rotor is from a "rebuilt" engine with 33k miles that the previous owner overheated and melted the coolent seals.. the housing appear to be fine ill post pics on another post of them

NEVER try to "fill in" or add any foreign substance (including a weld) to a rotor. IT could throw it off balance, it could distort and weaken the surrounding area, or worse, the material could break off due to heat expansion and centrifugal forces later on and become a foreign object itself.
The worst thing that can happen if left alone, is that carbon will build up there, and it could become a hot spot (only a concern for modded/high boost turbo engines).

It should be fine. you should see some of the engines that have come thru Rx7Specialties. Ewwwww. One had a nice big bolt stuck in it. Have seen many bad things. Most of the combustion happens in the pocket on the side of the rotor. Good luck. If you are aiming high horsepower however, i wouldnt use it.
