Swapping from PS to manual Rack, bad tie rods need help

Well I'm in the middle of swapping out my Power steering rack for a Manual I pulled from the junk yard. The Manual rack turns super easy and looks good but the tie rods and the tie rod ends are very very stiff to move.

My PS tie rods are nice and lose but the ends are also incredibly stiff (unable pivot around by hand). I know i can get tie rod ends easily.

Do I need the special washers I read on another post to reassemble everything?

Also the tie rods don't seem to have in play like they're worn out, just really stiff.
