It depends on who you're talking to...
"Short block" is usually "bare engine" - no manifolds, no auxiliaries, etc.
"Long block" is usually a complete motor waiting to be installed.
*I* normally call a "short block" complete with everything under the front cover and oil pan bolted on + flywheel.
