Stupid ECU questions

Stupid ECU questions

Hey, sorry for the maybe stupid questions but I did try searching. First, where is the ECU located? Second, I made the little LED tester for the green diagnostics plug (near the leading coils). I get infinite resistance from the two diagnostics plugs when the car is on or off. The green light plug never gets any power and the air bypass valve is seeing the normal 12v. My tester does work btw. What does this mean? Do I have a bad ecu?

ECU is located beneath a shield plate located in the passenger side footwell under the carpeting

So any ideas about getting nothing at the diagnostics port? When I turn the key to run I don't get all the warning lights coming on to make sure they work either. I just get low coolant and the handbrake light. Not getting spark either so I'm thinking my ECU is screwed up.
