Angry stupid actuator wont come off

i was going to remove the 6th port actuators tonight to remove my rusted exhaust shield and tighten the bolts on the exhaust manifold but once i got the nuts off that hold the stupid actuator the thing wont budge! anyone know an easy way to get this off? (the one toward the rear of the engine)

tap it with a mallet to loosen up the rust

EDIT: note i said tap... it is still connected to the sleeve after all

there isnt any visible rust, but i was also wondering if there were gaskets on these? to me it looks like there are... either that or someone used gasket sealer and glued mine on....

dont hit it with a hammer just squir a penetrant on it, liquid wrench, wd40, etc. And you have to pull the actuator straight off, if that makes sense.
