First off I have a 87 tII with street port (about 15k miles) and rb full turbo exhaust, other than that basically stock.
When the car is in neutral or clutch is in and I press the gas and hold it around 2k it repeatedly dips in and out from 2k to 1.5. The drop and speed of the dips get shorter as i aproach 3k, the after that no more.
Any one have any insight on that.

The ECU will cut fuel over 1500 RPM if it's convinced that the throttle is at idle. It learns of the throttle position from the TPS sensor.
My initial guess would be that the TPS sensor is either misadjusted, or failing. Search for threads on TPS adjustment, or look in the Factory Service Manual or Haynes manual - it's not difficult. With no load, the throttle position will be fairly close to idle, and a misadjusted TPS sensor (or a failing one) will cause the engine to think it's at idle, and cut fuel.
If you have an analog multimeter, check the resistance as you move the plunger in & out - it should be smooth, with no breaks in the change.
