it's supposed to idle at 3k when started to warm up the cat, but should fall afterward.

check throttle positioning sensor for idle I think

Sounds like maybe an air leak?

My car does this to sometimes. All I usually have to do is give the gas pedal a quick tap and the Rpms drop down to 1500.

It is probably a vacuum leak somewhere, spray carb cleaner everywhere in your engine bay and if the idle changes, then that's where the leak is.

it could even be something as simple as adjusting the throttle cable...over time they get stretched and have too much slack etc...or they may stick, so check it out. also, 1500 rpm is way to high of an idle. A properly warmed 13B should idle around 750-850 depending on were u have it set. How smooth it is depends on TPS, vacuum leaks, or simply playing with the Lean/Rich idle mixture screw.
