strange fan clutch problem

Ok I'll start off with the usual, I searched about clutch fan problems but none of them showed my exact symptoms of my car's fan, so hence this thread....

I replaced my water pump yesterday. I had to shear the rusted nuts off the water pump pulley where they connect to the clutch fan. I resorted to this because the new water pump came with replacements for the nuts I had to shear off. Anyways, after that problem was dealt with I took the fan off and set it on the ground (actually just like it says to do in the FSM by putting the radiator side down). The rest of the water pump install went fine, but running at idle the water runs fine. With the car off the fan will spin by hand with some resistance. Test driving it as I revved the car sounded like a jet b/c the fan would just follow the car through the rev. I stopped, popped the hood and revved the car from there looking at the fan. Yep, sure was, It would suck the fan shroud toward the fan every time i revved, and the blades would actually distort as the revvs got higher. That scares me b/c if I go to redline with the fan like that, most likely the fan would hit the shroud and/ or just disentigrate inside the engine bay. I parked the car, looked under the hood, and the fan would spin freely. Shouldn't it be locked if it was following the RPMs while the car was on??

At this point i'm assuming the fan is busted (unless someone knows what's going on), which leads me to decide if I should get another stock fan or an E-fan. I truly think the stock fan is better for my application (almost stock N/A), but they are relatively expensive compared to an e-fan. Any ideas, suggestions, low-mileage fan clutchs for sale??

Is the bi-metal strip still on the front of the fan clutch?
Is the actuator pin in the center (under the bi-metal) still there?

If either is missing the fan will pull full time.

Even then it should stop accelerating and stay at 4K RPM as the engine revs higher.

It sounds like yours is jammed internally if it's revving above 4K.

I used a salvaged Tarus fan in my NA. It's shroud was almost a perfect fit. The fan, a fixed stat, relay, wire, terminals, & a circuit breaker came to $50.
The late 90's Escort fan is better, but I couldn't find one.
