Could have simply used the search function. If you used the search function and could not find the information then you probably shouldn't be upping the boost on your car.

Do a search on 'stock turbo', or something like that and you'll have reading for days...
Stock turbo isn't gonna do much after 12psi... The fuel cut-off is at 8.6 psi on an s4 (1986-88), so to go past that you'd need a fuel cut defenser.
On my stock TII, with just a K&N air filter I would occasionally hit fuel-cut in 3rd gear... So before you do too many mods, you should probably get an 'FCD'.
