Stock TB question

I tried to search for a picture of a stock TB, the butterfly valves when the car is off. Search permamiter was to large or i just couldn't find it.
So does anyone have a pic of their TB when the car is off. Looking into it. Mine has the butterfly valves but some of them are open while the car is off, is this normal? I already know my 5/6 ports don't work, but could this also be hurting me lowend/topend power at all?

The outer set of secondary throttle plates should be wide open with a warm/hot engine.
