Put the steering wheel on the column, crank the wheel one way or the other, then turn the key.The pressure of having the shaft up against the lock is preventing you from turning the key.
This happens sometimes when the car is parked on a grade, and the pressure of the car pushing on the front wheels ,Lock the steering. You move the steering wheel to Relieve the pressure off the locking mechanism and Presto!,you can turn the Key!
