I believe its name on the power steering computer is "buzz" or "buzzer" hence him calling it that.
iamXXXXXXeddieXXXXXXXXX, you can get into your power steering computer (located in the cabin, right by the steering column), open it up, and remove that buzzer. I did it years ago and my power steering has been fine the whole time.
Only other way you're going to fix it is if you somehow magically figure out how to get it back to the position and number of rotations it was when you took the wheel off at first.
