Starting Problems.

Here's the story:
90 S5 NA

I just put in a new motor and all accessories on my parts car chassis. Everything from my previous car was swapped over including the main engine harness and the tranny harness.

I tryed to start it. It turns over but makes no indication of firing up. I tryed about 8 times. I checked the plugs but no sign of fuel. I checked the fuel pressure and it is good. I took the primary injectors out and there was no sign of any fuel. I checked to injector wires going to the ecu and it is good. The other wire is an injector common and goes to the main relay.

Here are my questions:

With the ignition in the ON position but engine not running, should I see ground at the injector common? That's what it looks like to me but I do not have any ground there.

Also, this is a different issue but there is a round plug with a single wire that comes off the main engine harness around the primary injector plugs. I cannot find a place for this plug, where does it go?

Thanks

Somebody help me please. Can someone put a meter on there leading coil and determine if there is a ground signal when the ignition is in the ON position and no ground signal when the ignition is in the OFF position. The wire to check is blk/yel I think.
