Starting Problem

Have installed a new battery, but still won't start. The lights come on/up, but will not turn over. Also can not jump start. Can any one help??????

Is the engine "turning over" when you're trying to start her? Have you done any "basic" troubleshooting yet? You know, air/fuel/spark type stuff?
