Starter issue

hey guys, so i have a 1990 TII with a rebuilt motor, reman starter and new battery. since i got my car back on the road in october, the starter would randomly click after a few turns of the key then finally crank.

now, i tried to fire it up this morning and i get this electrical crackling noise when i turn the key and then finally i get nothing. i turn the key and the idiot lights and dome light dim but i get nothing. no clicking or electrical crackling noise. any one got any ideas? i need to charge the battery now because it seems its getting weaker
