Those are pretty dark for my taste, i myself would just be worried about people behind not being able to see the brake lights in the daytime, if you get rearended and someone points those out you;re fucked, fucked in the ***. But nice job though, good work.
the main problem with s4 lights are the housings, they are always crackly and **** looking.
a bit darker then whats on my car now:

stock versus custom, with this degree of shading you will never get your ***** busted by police

Rob XX 7: Damn I like that a lot and thats probably true about the cops too, I don't see a cop even knowing what a stock 2nd gen looks like so that shouldn't be a problem. I'm definitely telling my friend that has an S4 about this and I might do it on my S5. What product did you use?

Smoking tails in Cali
You can tint S5 tails in CA and still be legal. The test is that the tails must reflect Red unless you have two red reflectors. Stock S5 tails have separate red reflectors just below the lenses. So, so long as you don't mess with the reflectors, you're legal. Good example are the S4 and S5 tails Rob XX7 show above.
S4 tails don't have those red reflectors, so to be legal you need to install two red reflectors elsewhere. One thing that would meet the test is you buy and install a couple of those red reflector screw covers for your license plate. Technically, you're then good.

The main factor in them being legal or not is dependant on the visibility of the brake lights during the day. the reflectors are also an issue to a degree but I dont know of anyone getting pulled over for not having enough reflectors or reflection.
I might run without one and just get a ticket... my car will be too damn good looking to clutter up the beautiful front end with a license plate... Maybe I'll make some custom frame or something so its a little lower and hangs down in front of the radiator.. I'd put it off to the side like some people do.. but gotsta have me fogs.
