sheet metal on bottom of IC

After taking off the one on the s4, it seems as though there's a peice of metal on the bottom of the IC. I can't imagine that's any good for air flow from the scoop. Has anyone tried removing this? and what were the results?

Sort of looks like a water drain also the way it is designed.

Understandably, at idle, at rest, the IC would heat up. But wouldnt the fact that its being cooled more efficiently when moving make up for that? Perhaps there's a way to modify the shield in order to be better flowing. A small fan perhaps mounted on the bottom of the IC?

The shroud is necessary to duct air from the scoop, through the cooler, into the tranny tunnel (roughly). Removing it would reduce the effectiveness of the cooler and cause serious heat soak at idle and low speeds.
