Secondary injectors

What tells the Secondary injectors to open? I have an 87 SE withe the 3800rpm hesitation problem.

its the ECU that tells them when to open.

The 3800rpm plus a load being detected by the map or in this case the boost/pressure sensor. Gotta have both. 3800 by itself will not do the job.
