Seatbelts: Not Locking

Yesterday I was yanking on my seatbelt and the inertia reel didn't lock up. I tried the passenger side and I got the same result. Are't they supposed to lock up when you really yank on them hard? It's an 86'

I know some cars only lock up if they're pulled while you're braking.

There is a ball bearing I believe that has to be moved for the seatbelt to lock. Park on a slight incline or decline and it should work fine.

you *should* be able to lock them regardless of the angle of the car.

I'd get some belts from a parts car before you actually find out whether or not they work.
