Safe Boost before 3800 rpm?

Right now I have a cold air intake and the RB full exhaust, I finally got a boost gauge on my car and the most boost I've hit was 9 at 4800 rpm in 4th gear. It gets to maybe 7.5 or so at the top end of second.

Would it be safe to set a manual boost controller so that I hit 8 psi before 3800rpm or will I be too lean? (and then I assume that with creep it still won't get above 9, no?)

It may go lean, I would recomend maybe a s-afc if your that ambitious
