s5 Turbo wont build boost

The car will boost to 4-5psi and nothing more, Ive heard it could be a wastegate flapper? Never had the issue before so just looking for some ideas on what to look for.

Occasionally the C clip comes off the rod, so check that the arm from the diaphragm is attached to
the wastegate.
