During idle where should the needle sit for oil pressure?

When I start it is really slow to build oil pressure. Really slow. Barely sits above the 0 mark. Then eventually it sits at the first mark which has no number to indicate oil pressure.

The units is in kgs/cm2. After the coolant temp goes to half way and i rev it to 3000 rpm it almost makes it to 4kgs. Man these gauges are pretty coarse.

Is it normal for the oil pressure to idle low. Its been years since I have had a stock setup.

Stock oil pressure regulator and thermo pellet is removed.
