S4 won't start. Cooling problems?

S4 won't start. Cooling problems?
Bought an 88 Rx7 GTU that has been sitting for a while. Wouldn't start when I bought it but we thought it was just flooded, which is no big deal and happens a lot from what I hear.
So anyway, 4 months after buying it it's finally warm enough to tinker with it. I pull the Fuel INJ fuse and crank it a couple times, a couple more times, then put it back in and attempt to start it. Nothing.
I've heard of putting Auto trans fluid into 2 ports on top of the engine, however I can't find them. I also don't really have a method of putting it in the spark plug holes... It's kind of a tight squeeze down there.
So while cranking the engine, the "Add Coolant" light starts buzzing at me... I get out and notice that it's kinda low... Whatever, I add more coolant and it's sitting at the FULL line now. However it keeps going off... So I pull off the cap that sits on top of the coolant hose and see that it's absolutely bone dry, with something that either looks like crystals or fuzz. (hope I don't have rats living in my coolant lines )
Anyway, does anyone know if this is normal or how I'd fix it? Pictures of the coolant line coming soon.

I'd say its just the aluminum oxidizing, fill it up through that hose also, and pour some oil in the motor into both rotors, its tight yes, but it can be done, leave the EGI fuse out, quickly hit the key a couple of times to move the oil through the motor. put plugs back in, put EGI fuse back on, and see if she will start

Ok, so I completely filled it up, even poured the coolant/water mixture into the top where the hoses are, and it's still giving me the "ADD COOLANT" idiot light. :-(

Ok, so it still won't start...
I pulled the top 2 plugs and poured a bit of ATF in. I cranked it by hand a few times, it was really stiff. Then something seemed to 'break free' and I could turn it much easier. I turned it a few more times..
I then put the plugs back in, hooked up the plug wires and pulled the egi inj fuse. I hopped in the car and cranked it a few times, put the fuse back in, then tried starting it... Nothing. :-(
I can smell gas near the tailpipe, so I'm not entirely sure that the problem lies with the fuel pump. Or maybe that's exactly what is wrong?

Ok, a bit of an update.
Whatever moron owned this before me mixed up the sparkplugs and wires. He had the two Leading plugs on the left, with the two leading wires pluging in to them, then had the trailing on the right with the trailing wires on them...
Sorted it out and tried cranking again, still nothing. Gonna try the ATF again now that the plugs are right but this is gettin pretty old...

Ok, I was GOING to check the fuel pump, but I only got this far.
The bolts are so rusted they look like little round buttons. I don't know what to do at this point. Almost every bolt I've tried to take off of this thing breaks off, and I'm about to give up.
What do I do with this? Is there a way that I can still get these off? I don't have a lot of tools and I'm not exactly a mechanic. I have a haynes manual but that doesnt do me any good if all this crap is rusted to bits!!
