S4 Turbo Rotor housing to S4 n/a
What is the difference. All I know of is there being the water coolant passage and the exhaust sleeve. Is there anymore.

So I have one good s4 n/a housings and one good s4 t2. The only thing I have to do is plug that coolant passage up and and port is to what ever size I need it to be.

IF you're using the turbo housing in an NA, then just plug the coolant port. You could swap the exhaust sleeve and put the NA sleeve into the turbo housing, or you could get another turbo sleeve and install it into your NA housing. They need to match, obviously.

I dont think you should be porting the sleeves anyway, just the housings.
But I get what you are saying, it is harder to port with the NA diffusers hanging into the port hole.
