S4 tii cold start issues

I have an 88 s4 and just finished setting the engine up turned it on and all that good stuff but the main problem im having is starting it up. It does not matter if its warmed up or from cold start i have to play with the gas pedal and fuel cut off to get it turned on. Im sure its a fuel issue but no idea where to start any ideas or help would be greatly appreciated.

The engine could be flooded and it could be flooded by leaking injectors. And what does setting the engine up mean?

The fuel kill switch just masks the problem of a flooding engine (usually leaky injectors).

The water thermosensor could be problematic or the ECU is not receiving the start signal. Pin 2I (Green/White wire) should read 2 to 3 volts w/key to on and the engine cold and as the engine warms up the voltage eventually drops to .4 volts.

W/key to start, pin 3B (Black/Blue wire) should read close 10 volts.

And you might have changed out leaky injectors for other leaky injectors. Also, if the car smokes some immediately after start up but the smoke quickly dies off then you could have a coolant leak into the rotor housings.
