i believe the problem to be a jammed apex seal(or something along that line that makes more sense)

Honestly, I think you should have a good years worth of experience with your engine before you do a rebuild. You should know how to put your whole intake assembly back on and off with your eyes closed pretty much before you start ripping apart the shortblock. You should also understand how the 13B works, and most of its devices, just good knowledge to have under your belt.
Understand the engine before you rebuild it, or you'll be in the dark. Once you think you know your car, watch the rotary aviation or dan atkins rebuild video a few times to understand the rebuild process. Once you have watched the video a few times, goto the next and last step, take your engine out and dissasemble it.
Thats my plan
I don't think I'll have any problems either.

I have the same problem myself and i am in the process of rebuilding my motor and i had some experience and i bought the atkins video (about $35 after shiping) and it has been unbeliveably helpfully and i would recomend buying that

Yea don't get me wrong, I shouldn't have said you need a year experience, I meant that you should know what your doing before hand. Watching that video like it was your favorite show for a couple of weeks im sure will be more than enough
