Rx7 Fool Pump!!

i opened the access panel for the fuel pump, disconnected the lines, and cranked the key. there is no fuel coming from the pump at this point. whats going on? its a brand new fuel pump. could it be my relay? is there a short?

no i don't have one. wouldn't know how to read it if i did. any idiot tests?
