NY running hot

i have a 87 NA gxl and on hot days my engine temp gets closer to the hot side of the gauge. and idleing for a extended time seems like it might start to over heat. is it normal to have the temp gauge get close to the H?
here is a pic of it running hot

the S4 gauge should move a little, but 90% of the time it should be about 1/3rd of the way up, on really hot days, or if the AC is on its normal for it to move closer to the middle.

step 1 is to check replace the thermostat.
#2 is to check everything else, belts, hoses, radiator.
