Unhappy Rebuilt 13bt engine with switched rotor housings?

I recently bought a 1987 rebuilt 13bt engine from a company. When the engine was delivered my mechanic told me that the front rotor housing is on the rear and the rear on the front. He said that the engine will not pass smog because of smog related issues. I contacted the company and builder assured me nothing is wrong? My mechanic said they should fix problem. Whats up?

yes there is a front and rear one. it will effect emissions. I don't know if it will effect enough between passing and not passing though.

they woudln't be able to tell by looking at it. just the numbers out the pipes will be higher.

I think the front housing had the extra port around the leg area of the housing. The housings are pretty much identical other than that.
It shouldnt be a problem passing smog. Iam using two rear housings on my motor right now and it passed smog easily.
