its a shitty cam phone pic...but its on all stock 87 tii...runs behind the BOV pipe, one side goes into harness running up shock tower, the other goes into the engine harness running under the intake...what is this, and would it have anything to do with my 3800rpm wall?

 

It's rather hard to see, but is that a yellow connector on the left, plugged into a male white socket on the right?

 

yep yellow is female on the shock tower side

 

That's your fuel pump test connector (yellow), you jumper that to make your fuel pump run to test if it's working. Disconnect it! The other(white) is probably for your ACV. (located on the lower intake manifold, right near the turbo)
