Questions....?

I have a 89 T2 w/ RB full exhaust, cone filter, Koyo radiator, walboro fuel pump, 650 injectors all around, street ported, and a haltech e6k currently running on a stock turbo/intercooler.
The other day i had a Profec B 2 installed in my car and I am having trouble determining the proper settings. With the controller off its reading 9-10 lbs of boost in first and second, and 11.4 lbs of poost in third. I've done some searching in the forum and have come to the conclusion that is not safe to boost above 10 or 11 with a stock intercooler. Is 11.4 to high for my car to run safely? How do i get the boost controller to lower the boost, can they even lower boost? Also when i hit about 6500 rpm's my tach's needle goes down, is there something wrong with my car or is that the point at which i should shift? Thanks in advance for any insight.
