Pulling codes

hello all I did a search on pulling codes from an 88 gxl and came up with a link to [url]http://home.rmci.net/panther/ecu codes.htm[url] I followed the directions on preparing the led's and connecting them into the green 4 pin wiring connector located right beside the battery. Well I tried this and nothing happens. I followed the exact directions and neither of the lights even turn on. I probed the contacts with my meter and none of the pins give a voltage reading on my meter while the car is running. What am I doing wrong? How do I properly pull the codes using this setup? Or does this technique not work? The reason I am trying to pull codes is because my car is suffering from extremely poor gas mileage and im trying to find a starting point on fixing it. Any help would be greatly appreciated, thanks in advance to all-------Ren

You should see both lights come on for about 3 seconds when you first turn the ignition to just ON, then any codes will flash. It doesn't do anything with the car running.
