i somehow doubt your injectors are firing which means bad AFM(air flow meter, you keep saying MAF so i have no clue if this is what you meant) or the ground loop to the rear rotor housing isn't bolted down.
if those 2 things do not solve it then you have no fuel pressure, try putting gas in the car and start it up.

I just put a new ECU in the car, the injectors now properly fire, and the coils spark, however it still will not run without the aid of starter fluid. And once its depleted it dies out.
The tach needle does bounce, and the fuses are all brand new. I purchased new ones when i got the car home.
I've gone over everything with a multimeter, everything has power where it needs to be, the resistances all check out too. It's driving me up the wall right now.
Like i said, i put the car up for sale i'm tired of messing with it

MAF = mass air flow meter, sorry
also i finally got it to run. The after market fuel pump attaches differently than the original OEM one, even though the part numbers matched.
What was happening is the system would come to proper PSI at a stand still with key ON, which is why i was having good readings. However once i started to crank the car over that pressure was lost.
I couldn't see it at the time because i never had anyone to crank the car over while i was reading the gauge.
Turns out that inside the fuel pump where it attaches to the hardline inside the tank had a small crack, fuel would leak out and drop the pressure. I never saw it until i pulled the fuel pump out of the car and watched it with key ON while cranking.

In response to the injectors not firing...
This same scenario happened to me last night and left me stranded at 3am having to call a tow truck for the tune of $240. Well so this morning I popped the hood, checked the fuses, error codes - read TPS fail which seems to show this especially when engine is cold. Changed the resistor pack just in case. NADA... So I popped the drivers kick plate and pulled each fuse checked and put back. Also checked ECM connections next to fuse block. Car fired right up. Here's my take. It wasn't a faulty fuse connection or lose ECM connection. Simply pulling the power made something trip... was it the alarm system.. was it the ECU. I'm at a loss. I hate these kinda fixes because one never knows what caused it to fail in the first place, what was the actual fix, and most importantly WILL IT HAPPEN AGAIN at the worst possible time and place.
(I should have pulled the battery power last night as a test - my fault you live and learn) Just never thought that could do the trick, but hey it's an RX7. Love to hate em' If anyone has any input I would greatly appreciate it!

Although I forgot to mention that, I did just that before calling the tow company. Fuel pressure was definitely not the problem. The injectors not firing was the culprit. There must be some kind of relay that tripped when I pulled all of the kick panel fuses....or just simply jiggling the connectors to the ecm (black box next to fuse block) - the black box is the ecu or ecm? I've always been a little confused on that one.

Yes, indeed thats why i did try it but to no avail. What I really want to know is what the actual culprit was. Did it solve by unplugging each fuse thereby resetting a relay somewhere?

So it happened again today. This time luckily the car was in my driveway. So I disconnected the battery for a few minutes.. nada. I pulled each fuse, checked and put back.. nada. I pulled the ECU, opened it and did a lot a re-soldering....nada. Finally I came here and re-read the entire thread over again. Specifically the part about the culprit being the ECU or CAS. So well I went and unplugged the CAS...plugged it back again... and presto it cranked right up.
