pressure sensor vac line cause hesitation?

pressure sensor vac line cause hesitation?

just picked up my first t2 which was someones unfinished project. i noticed that he removed all of the solenoids, acv, bac, and the egr balve. it also has new 550/750 injectors, harness,maf, stock cpu, and fcd.

took it for a test drive and it seems like it leans/bogs out after 3800rpm which was bad so i decided to take it easy. the pressure sensor vac line from what i read is that if it doesnt sense enough vacuum the secondaries wont kick in. took it for a test drive and it seems like it leans out after 3800rpm which was bad so i decided to take it easy. popped the hood and saw the pressure sensor vac line connected to the bottom hole of the 3 vac line things next to the tb. the pressure sensor is supposed to be connected to the acv and that bottom hole is supposed to be connected to the purge control valve but its also missing. the harness doesnt have a 02 sensor plug so its kind of just dangling. where does this vac line go? what version rtek would i need to have it push out a reliable 220-250hp? is the rtek stage 1 just for reliability on stock turbo settings? thanks much help appreciated!

hesitation is an instrument earth issue,, issue is left off earth on top of the block,, or issues with crimps where all these earth bundle together a little way out from the ecu plugs
