Power-steering pump ?'s

I've finally installed almost all the ancillary parts on my fresh rebuild, but the power-steering pump has me somewhat vexed. When I tighten the locknut for the PS pump's pulley, the pulley rubs against something and makes it somewhat hard to turn the pump by hand. It also makes a little bit of noise as well. However, when I have the pulley off, the pump is easy to turn.

Am I missing a spacer (which I doubt), or is this the way that it's supposed to be?

Also, I started my car today, it ran for two seconds, and then died.

She sounded healthy though!

As far as I know, the pump just bolts straight on (no spacer). What is it rubbing?

That I cannot figure out. I figured the pulley was rubbing something, as I couldn't see how it could be anything else. Also, why would the pump become harder to turn when I installed the pulley? If anything, I'm just going to slip the belt on it, and see what happense when I start her up.
