Power steering loop -- what is it?

Power steering loop -- what is it?
Noticed something under the hood awhile back that confused me a bit. I theorized that it was a cooling mechanism, but help me out here. Why does the PS line loop in the front of the car. Doesn't actually go anywhere, so I'm confused of the purpose. Also, assuming I remove the pump, couldn't I remove this line also since it doesn't go anywhere? Just loop it at the rack?

that to cool the p/s fluid if you want manual remove all that crap get some washers to cover the hole in the banjo bolt and an other bolt to block of the other line...looping the lines does the same thing as blocking them off...
